The designated contractor, HABCO, shall provide to the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst the manufacture and delivery of the Differential Angle Protractor (DAP) (P/N SK2022DAP) and the Water Validation Test Set (P/N SK2022GMV). \n\n HABCO is the sole designer, developer and manufacturer of the Differential Angle Protractor (DAP) and Water Validation Test Set. HABCO has an exclusive agreement with Sikorsky Aircraft, who design and built the H-60 helicopter and has access to aircraft drawing and engineering source data. HABCO states that they own the proprietary technical data and they do not have any distributors. \n\n The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. \n\n THIS NOTICE IS NOT A REQUEST FOR PROPOSALS.
