{"description":"Page 1 of 1\nINTRODUCTION:\nThe Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the design-build (DB) project #695-24-101 Clement J. Zablocki VA Medical Center (VAMC) located in Milwaukee, WI, located at 5000 W National Ave. \nPROJECT DESCRIPTION:\nThe proposed project will be a competitive, firm-fixed-price contract utilizing the design-build\napproach. The anticipated solicitation will be issued as a Request for Proposal (RFP) in\naccordance with FAR Parts 36 and 15, considering Technical and Price Factors. This project requires \ncomprehensive design-build services for the Construct Chiller Plant project(695-24-101) at the Clement J. \nZablocki VAMC in Milwaukee, WI. Design requirements include full architectural and engineering \nservices, site visits, field investigations, studies, user interviews, and preparation of complete drawings,\nspecifications, and cost estimates for all disciplines necessary to develop a fully functional new Chiller \nPlant (Building 153). The Design- Build contractor shall submit 35%, 65%, 95%, and 100% design \npackages in accordance with VA Design Guides, VA Master Specifications, applicable codes, and VA \nenergy conservation requirements. Construction services include all labor, materials, tools, equipment, \nsupervision, and administration needed to build the new approximately 11,500 SF Chiller Plant. \nConstruction includes demolition of Building 109; relocation or protection of impacted utilities; \ninstallation of upgraded chilled-water capacity to serve the Main Hospital (Building 111); construction of \na second-floor walkway connection to the existing Chiller Plant (Building 113); and providing full\ngenerator backup. This project replaces the existing 3,150-ton chiller plant, which is undersized,\ninefficient, and nearing the end of its 25 30-year service life. Increased cooling demand\nassociated with planned expansions in clinical, imaging, OR, and pathology services further\nnecessitates this modernization.\n\n\n\nADMINISTRATIVE:\nThe anticipated solicitation will be issued as an RFP in accordance with FAR Part 36.3 Two Phase Design Build Selection Procedures and FAR Part 15 Contracting by Negotiation. The solicitation will be advertised as Unrestricted. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in January February 2026. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed.
