The Government intends to procure a commercial text messaging service to establish a direct, reliable communication pathway for community events, family readiness updates, and other critical information. \n\n A Draft Performance Work Statement (PWS) is provided for reference. \n\n 2. Required Capabilities \n\n The Government anticipates a Firm‑Fixed‑Price contract for a contractor‑hosted messaging platform that includes: \n\n \n\t \n\t Minimum 600,000 pre‑paid message credits at the start of the performance period \n\t \n\t \n\t Ability to send SMS and MMS messages \n\t \n\t \n\t A dedicated, high‑volume A2P 10DLC registered phone number \n\t \n\t \n\t Dedicated onboarding and training for Government users \n\t \n\t \n\t Assigned account manager for ongoing support \n\t \n\t \n\t Platform security aligned with standard industry data‑protection practices \n\t \n \n\n 3.
