Procurement of a system for municipal fees and property taxes.

Description

Oslo municipality shall procure trade systems for the Property Tax Office (ESK), the Water and Sewage Department (VAV) and the Oslo Fire and Rescue Agency (BRE). The systems shall replace the current system that will be shut down in June 2027. The trade systems shall support the department ́s core assignments and include calculations and printing of municipal fees for the agencies. The professional systems must be able to be integrated with the joint municipal financial system and the property register that Oslo municipality has. The contracting authority will announce one combined competition in kgv. The competition is divided into three sub-contracts, one for each department: Sub-contract 1: Trade system for the Property Tax Office (ESK) Sub-contract 2: Trade system for the Agency for Water and Sewage (VAV). Sub-contract 3: Trade system for the Fire and Rescue Agency (BRE) The competition will be held as a negotiated procedure. Tenderers can submit tenders for one, two or all three sub-contracts. Separate evaluations, negotiations and awards will be carried out for each sub-contract. Oslo municipality would like, as a result of this competition, to procure future orientated, stable, user-friendly systems that can be integrated efficiently with existing internal systems and a joint finance system. The contracting authority would like tenders that express innovative solutions.
