{"description":"This synopsis/notice of intent to sole source is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203 and FAR Part 13 (FAR Deviation 12). This notice advises the Government intends to solicit and negotiate a sole source, Firm-Fixed-Price (FFP), short-term bridge contract to only one source, ICF Incorporated LLC, under the authority of FAR 13.501(a)/FAR Deviation 12.201-1 and 41 U.S.C. 1901. This procurement is completed by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), a federal shared services provider, on behalf of the Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Head Start (OHS). In accordance with FAR 5.203(a)(1)/FAR Deviation 12.202(a)(2), this notice is posted for a period shorter than 15-days. The services under this contract support the OHS former Region 4 Head Start grantees by providing training and technical assistance services. These specialists work on-site with individual grantees, small clusters of grantees, or conduct formal training sessions, either in-person or virtually. In addition, to the direct services described above, the contract also provides program management support services that includes participating in National TTA Meetings, using data gathered to inform TTA trends and priorities, and developing Professional Development Plans for the upcoming year in the region. Period of Performance ¿ Two month Base Period and 2 two-month Option Periods, for a total of six-months of performance. Place of Performance ¿ Within the geographical area of Former Region 4 (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee). For the staff required to be on-site, the place of performance is Atlanta, GA. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Sources interested in responding to this notice are required to submit a capability statement that includes information in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required required services. Capability statements should not exceed 25 pages using font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. The Government will not pay for information submitted.
