{"description":" Special Notice Number: FD-2026-141 \n\n In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: \n\n The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), National Seafood Inspection Lab (NSIL) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), to ThermoFisher Scientific Company the sole service maintenance and repair provider for the 7500 Real Time PCR System equipment that is located at the National Seafood Inspection Lab in Pascagoula, MS. The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Services requirement for the preventative maintenance service contract for this highly specialized equipment that can only be performed by Thermo Fisher Scientific as they are the sole manufacturer of the 7500 Real Time PCR System. Thermo Scientific maintains intellectual property rights to its data collection software and service tools software. Third-party resellers and service providers are strictly prohibited and unauthorized to access, use, or sell this software. Doing so strictly violates their intellectual property rights. The period of performance is 01/05/2026 – 01/04/2027 with 4 option years. \n\n The applicable size standard is North American Industry Classification System (NAICS) code for this requirement is 811210 with a size standard of $34.0 million. The Government intends to negotiate a firm fixed price contract. \n\n ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
