Assessment of Digital Capacities of Public Sector Workers in Albania

ITU is seeking for a service provider to conduct a comprehensive baseline assessment of digital capacities, skills, and readiness among Albania's public sector workforce at both national and local levels, with particular focus on officials engaged in agriculture, rural development, and digitalization of public services. Specific objectives include: • Mapping existing digital competencies and ICT use across central and local administrations; • Assessing the availability and use of digital infrastructure and tools that enable or constrain the practical application of digital skills; • Identifying capacity gaps, training needs, and institutional barriers to digital transformation; • Assessing readiness levels and digital literacy among officials involved in digital agriculture and rural service delivery; • Providing evidence-based recommendations for future policy development and capacity-building initiatives.
