Description
The Clean Energy Regulator (CER) is seeking to procure a range of aerial and solar panel imagery services to support its compliance and verification activities. These services may be delivered by one or more suppliers, depending on the capabilities offered and the value they provide.The agency is seeking access to:Aerial Imagery: Provision of high-resolution imagery across Australian locations, accessible through a web-based map interface that allows users to search specific addresses, zoom in, and navigate across different capture dates.Solar Panel Detection: Application of machine learning techniques to identify solar panel arrays within aerial imagery, with outputs including metadata such as location, surface area, and capture date.Data Access: Delivery of solar panel detection outputs through either an API or scheduled direct data transfers, with a preference for pricing models that support rollover of unused queries or credits.Manual Viewing Tools: Provision of a user-friendly interface (e.g., thin client) for manual inspection and analysis of aerial imagery, independent of automated detection processes.Workflow Flexibility: Support for both automated and manual workflows, allowing the agency to tailor usage based on operational needs and available resources.The objective is to ensure access to reliable, scalable, and cost-effective solutions that enhance the agency’s ability to validate renewable energy installations and ensure compliance with scheme requirements.Please refer to the requirements in the ATM Document.
