The current system becomes unavailable on 30 June 2026, so the new solution must be fully implemented, tested, and operational by this date. We require an end‑to‑end system that meets all mandatory technical, functional, and regulatory requirements; integrates with existing Council systems; supports record migration; and enables effective customer and staff use. Key milestones include a transition plan within two weeks of contract award, staff training by 1 May 2026, and full system completion before 30 June 2026.
