It is intended to maintain infrastructure and cell phone lines put into place, as acquired through a previous coorperative agreement with the State of Alaska. \n\n The statutory authority permitting this exception to fair opportunity is FAR 16.505(b)(2)(i)(B): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." \n\n AT&T is the only contractor on the Navy Spiral 4 MAC capable of providing this service, as they are the exclusive provider of the National Public Safety Broadband Network (FirstNet) under a 25-year contract with the Department of Commerce. \n\n The NAICS code utilized for this procurement is 517112, Wireless Telecommunications Carriers (except Satellite) with a Small Business Size Standard of 1,500 Employees. The PSC code is DG10 IT and Telecom—Network as a Service.
