Additionally, an undisclosed organizational conflict‑of‑interest (OCI) was identified late in the evaluation process and could not be resolved within the framework of the initial solicitation. \n\n Because these issues constitute significant solicitation defects under FAR 14.404‑1(c) and FAR 15.206(e), the Government has determined that cancellation is in the best interest of the Government.
