Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Montenegro has grown steadily over the past decade, yet a persistent productivity gap relative to the EU remains its central development challenge. Growth has been driven mainly by capital accumulation rather than efficiency gains, and wages have risen faster than productivity. The economy relies heavily on tourism and related services, leaving manufacturing and other tradable sectors underdeveloped. Productivity is further held back by a large informal economy that distorts competition, alongside weak management, skills mismatches, emigration and constrained access to finance. AI and digital technologies, meanwhile, could lift productivity but risk leaving the least-equipped firms behind. The study will benchmark labour, capital and total factor productivity; assess the business environment and the determinants of, and constraints on, productivity; evaluate the opportunities that artificial intelligence and digital technologies offer enterprises, including the barriers facing SMEs; generate original evidence through a concise enterprise e-survey of MEF members and focus-group discussions; and formulate practical recommendations for MEF's policy-reform advocacy and the development of new services for members.
