Summary

Prisoners have the same rights (and obligations) for training as other citizens in society. The training offer is a central part of the offer of activities in Norwegian prisons, and is decisive for good return to society. A digital system is currently being used in the training in prison that shall be phased out. It is, therefore, being developed a new ICT system (Resort) to meet the relevant requirements for educational training and safety. The new ICT system has been piloted in Agder prison since 2024 and, according to plan, the pilot will be expanded to several departments and prisons in 2025. There are considerable costs connected to the system, particularly when scaling up to several prisons and it is assessed whether the solution is appropriate to use for all prisoners, regardless of the security level. The Norwegian Directorate of Education (Udir) and the Directorate of Correctional Services (KDI) have been given the task of examining the possibilities of downsizing the implementation of the new ICT system and examining different alternatives thereof. Udir and KDI also cooperate with Vestland Fylkeskommune (Vflk) for the execution of the assignment. Udir has been given responsibility for managing the review and is carrying out procurement of competence that can assist.
