Tender summary
The overall objective of this project is further fulfillment of the EU accession requirements in Chapter 16 Taxation by further digitalization of excise processes, in line with EU excise legislation. The Project includes development and implementation of Excise movement and control System (EMCS) by upgrading of existing national excise application (EMCS- version 3.2) with latest EMCS version of the EU (phase 4.1. or latest phase of EMCS, if available on the EU level during the duration of the project). The activities will include different stages during the implementation of the Project: Analysis of current national excise application and business processes, Project management plan for the upgrade, Upgrade design (incl. analyse the existing excise application architecture and processes, Address connectivity with external systems like EU SEED, AES, and CIS, MSA&AU system for managing authorizations and authentications of external and internal users, and ensure compliance with updated EU excise laws/bylaws), Detailed functionality specifications, Testing and validation scenarios, Software upgrade implementation, Training materials and sessions. etc in accordance with the terms of references.
