It is therefore considered deceiving to limit the mandate to the Bergen area in time. Route pacts in the Bergen area shall be considered as candidates, but the assignment shall be based on realistic timeframes for political decisions and implementation, so that the adjoining candidates have practical feacision within relevant contract operations. The information can apply to other route pacts if this gives consideration to the decision value in accordance with the time/extent/risk. The assignment is divided into two fasar Phase 0 and Phase 1 PHASE 0: Comprises two sub-deliveries (L0A) and (L0B) and political steering points (SP0) inside the phase, where the contracting authority can adjust the scope and possibly limit additional work with alternative models to reduce complexity.
