Tender summary
TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to construct the Beacon Central Park, a transformative public landscape creating a vibrant, restorative destination that celebrates Midland’s character and ecology, hereinafter described as TFC Project #26-002-8111 (the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement. Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements. Only the highest ranked 5 or fewer Respondents will be shortlisted based on this evaluation and invited to participate in interviews. Based on the interviews, the short-listed firms may be invited to participate in Step Two. Step Two of the solicitation will include the short-listed firms participating in interviews. The short-listed firms participating in the interviews may be requested to submit pricing information related to indirect construction costs as detailed in Section V, Submission Requirements. CONSTRUCTION BUDGET: Respondents to the RFQ should consider the estimated construction budget as thirty-five million dollars ($35,000,000), including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions. CONTRACT TERM: Construction is required to commence within fourteen (14) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be one hundred eighty (180) calendar days. The construction contract period is projected for a term of four hundred twenty five (425) calendar days except as may be otherwise amended or negotiated.
