Introduction Introduction Title: Hiring of a Consultant Firm to carry out the Activation of Manufacturing Capabilities and commercial operations at the Engineering Development and Innovation Centre (EDiC) - Kampala Uganda Objective of the Assignment Leadership and Governance: · Design and implement a governance structure that ensures strategic oversight, accountability, financial sustainability, and alignment with national and international manufacturing operations standards. · Develop and implement leadership frameworks that promote a culture of excellence, innovation, and continuous improvement. · Define clear roles and responsibilities for management, technical staff, and support functions. World-Class Manufacturing Operations: · Develop, implement and transfer knowledge on operational models for efficient production, maintenance, and supply chain management across all specialized workshops and labs (CNC, Additive Manufacturing, Welding, Foundry, Electrical and Electronics). · Establish, implement and transfer knowledge on systems for data-driven decision-making, process optimization, and lean manufacturing. · Design, implement, and transfer knowledge on operational protocols that support demand-driven manufacturing and reverse engineering capabilities. Robust Quality Management Systems (QMS): · Design, implement and transfer knowledge on QMS aligned with international standards (ISO 9001:2015). · Establish, implement and transfer knowledge on quality assurance protocols for product development, manufacturing, and testing. · Create systems for documentation, traceability, and continuous quality improvement. · Develop, implement and transfer knowledge on quality control procedures for incoming materials, in-process production, and final products. · Establish, implement and transfer knowledge on calibration and metrology systems to ensure precision manufacturing. Engineering Human Capacity Building: · Develop and implement occupational training curricula in tooling and precision manufacturing operations. · Establish and implement apprenticeship and mentorship programs that integrate theory with practical application in tooling and precision manufacturing. · Develop and implement training modules that leverage EDiC's advanced precision tooling and manufacturing equipment and technology. · Build upon the successful TIER programme to create a scalable, sustainable training model. Commercial Capabilities and Revenue Generation: · Develop and implement commercial strategies to achieve the $250,000/month revenue target. · Establish systems for cost estimation, quoting, and contract management for tooling jobs. · Design and implement customer relationship management and account management systems. · Develop market positioning and brand strategies for the Tool, Die and Mold (TDM) sector leadership. · Establish systems for demand-driven manufacturing and client order management. Scope of Work Considering the objective of the assignment, t he assignment shall cover the integrated components as detailed below: Component 1: Inception and Diagnostic Assessment · Conduct a comprehensive diagnostic assessment of EDiC's current state (governance structures, manufacturing operations processes, quality management systems, human resources, training programmes, and commercial capabilities). · Review the centre's strategic vision, operational plans, business models, existing policies, and the TIER programme implementation. · Benchmark EDiC against comparable world-class manufacturing and engineering centers. · Conduct stakeholder consultations (EDiC management, STI-OP officials, representatives from development partners, selected industry partners, and academic institutions such as MUST and Makerere University CEDAT) . · Review legal and regulatory frameworks governing public sector entities in Uganda. · Assess current equipment, infrastructure, technical capabilities, and existing skill sets of recruited staff.
