Summary
The National Defence Strategy (NDS) has directed that the Australian Army ‘optimise for littoral manoeuvre with a long-range land and maritime strike capability’. The Government has prioritised the acquisition of new littoral manoeuvre capabilities and infrastructure to support achievement of the NDS. The establishment of the littoral manoeuvre capability is a vital step in the restructure and re-posture of the Integrated Force. It will ensure that the Australian Defence Force (ADF) will continue to play a vital role in responding to our strategic challenges.In alignment with NDS priorities, Defence will acquire new littoral manoeuvre capabilities through an investment of $7 to $10 billion in littoral manoeuvre vessels and $5 to $7 billion in related facilities. The Commonwealth of Australia (Commonwealth) as represented by the Department of Defence (Defence) is currently developing LAND8710 Phase 5 – Littoral Manoeuvre Program – Facilities (the Project).The aim of the Project is to deliver the facilities required to meet the Littoral Manoeuvre Program capability requirements in locations including Southeast Queensland (SQ), Northern Queensland (NQ) and the Northern Territory (NT). The Project scope includes delivery of maritime facilities (including, berthing, mooring and vessel loading / unloading) and landside facilities (including office accommodation, living-in accommodation, homeporting facilities, training facilities and other base support functions) in each location.The Commonwealth is currently undertaking Development Phase activities for this Project. Key activities in this phase include development of the Master Plan Feasibility Report (MPFR) and Preliminary Detailed Business Case (PDBC), which will help inform recommended procurement and delivery strategies for the Project.The Commonwealth wishes to inform the market that a future procurement may be undertaken in relation to this Project through this Notice.
