Tender summary

The Historic Preservation Master Plan (HPMP) was adopted by the City of Prescott's City Council in 1998 and encompassed twelve local historic preservation districts and eight national historic preservation districts. The HPMP has been a guide and outline for the identification, protection and management of historic resources within the City of Prescott. It has served as a basic operational tool to assist the city, the Prescott Preservation Commission (PPC) and the community in understanding and applying preservation principles to our historic areas. The HPMP provides a descriptive overview of preservation in general and the resources of Prescott in particular and outlines the philosophical goals and recommendations for preservation and development. Essential to the plan is an analysis of each existing National and Local Preservation District, defining the essential character of each district and recommending design guidelines to follow to retain architectural integrity. Another essential element of the plan is the identification of areas within Prescott that may be by candidates for National or Local Preservation District status, and a plan and prioritization for the documentation of these resources. Since the 1998 adoption, the City has established one new local district and five new national districts. The HPMP was never updated to incorporate these new districts, nor have any existing district design review guidelines been updated to suit the needs of the district as it stands now. The City of Prescott is seeking proposals from qualified firms with experience in historic preservation plans and policy, planning, and community engagement to assess and comprehensively update the HPMP. The selected consultant will be responsible for ensuring the city’s preservation policies align with existing community standards and further support the mission of Community Development, which is "to provide outstanding development services to support a safe a vibrant future while preserving Prescott's historic past".
