The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct the Arcola Quarters for the Enslaved (the Project). The Project consists of a historic interpretive park on an existing parcel in the Dulles District. The Project is located at 42554 Arcola Boulevard, in Sterling, Virginia 20166 (Parcel Identification Number 1634689150000). The project will be developed on a 5.12-acre portion of the existing 15.83-acre park and will include a new 5,871 square foot visitor’s center with attached 1,351 square foot pavilion and the historic conservation of the existing Quarters for the Enslaved. All excavations will be subject to Archeological clearance. This park is to serve as an educational facility. The visitor’s center will focus on the Arcola Quarters for the Enslaved historic artifacts. The Project will conserve the Quarters for the Enslaved with the least amount of impact on the existing conditions.
