RFQ for Freight Transportation Service Providers for Federal Surplus Property Program

Tender summary

1) SCOPE: In accordance with provision of Texas Government Code, Chapter 2175, Surplus and Salvage Property, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is seeking qualified vendors for freight transportation services for pickup and delivery of federal and state surplus property in the continental United States. a) Awarded TSPs will provide freight transportation services as stated in the Attachment A – Freight Transportation Services Provider Agreement and in conformance of Attachment B – TFC Standard Terms and Conditions . It is not the intention to award to a specific number of vendors; additional vendors may be approved periodically throughout the contract term. Vendors must have the ability and possess proper authority to provide freight services. TFC routinely transports property from Federal agencies in the Continental U.S. to three locations in Texas: i) Austin Surplus Property Warehouse: 6506 Bolm Rd, Austin, TX 78721 ii) San Antonio Surplus Property Warehouse: 2103 Ackerman Rd, San Antonio, TX 78219 iii) Fort Worth Surplus Property Warehouse: 2826 N.Beach St., Fort Worth, TX 76111. b) See Attachment C – Freight Transportation Loads Q&A for information on types of loads and quantities for the current fiscal year (Sept 2025 – May 2026). 2) CONTRACT TERM: It is the intention of TFC to award multiple Purchase Orders to qualified Transportation Service Providers (TSPs) for freight transportation services through August 31,2028. The services may be renewed for two (2) additional two (2) year periods. There will be an open enrollment period June of each year of the contract term to allow additional TSPs for award. 3) SCHEDULEOF EVENTS: TFC reserves the right to change the dates in the Schedule of Events set forth below upon written notification to prospective Respondents through a posting of an addendum on the ESBD and OpenGov. a) The solicitation process for this RFP will proceed according to the following schedule: EVENT DATE Issue RFQ July 8, 2026 Deadline for Submission of Questions July 21, 2026, 12:00 Noon TFC’s Response to Questions July 24, 2026 Deadline for Submission of Documentation August 7, 2026, 3:00 PM Purchase Order Issuance August 21, 2026
