Implementation Agreement - Immediate Decent Job Creation through Infrastructure Restoration In The Selected Governorates and Institutionalization of the National Public Works Programme (NPWP) In Syria Syria continues to face significant recovery and employment challenges following more than a decade of conflict, economic decline, displacement, and damage to infrastructure and local economies. Despite recent political developments, millions of Syrians particularly returnees, internally displaced persons (IDPs), women, youth, persons with disabilities, and other vulnerable groups continue to face high unemployment, limited livelihood opportunities, weak labour market systems, and barriers to decent work and sustainable economic reintegration. In response, the International Labour Organization (ILO), through the EU-funded Durable Solutions Programme and PROSPECTS Opportunity Fund, is supporting early recovery by placing Decent Work at the centre of Syria's reconstruction. Working with national and local partners, the programme promotes employment creation, restoration of productive infrastructure, skills development, enterprise recovery, and strengthened labour market institutions. Guided by the Humanitarian Development Peace Nexus (HDPN) and the ILO's Economic Inclusion Pathways Framework, the intervention adopts an integrated approach that connects vulnerable populations to employment, enterprise development, financial inclusion, and sustainable livelihood opportunities while strengthening labour market governance and resilience. Objective The aim of this intervention is to supports national stakeholders in designing and implementing inclusive, sustainable employment programmes through employment-intensive approaches that create decent jobs, strengthen local capacities, restore productive infrastructure, and promote economic inclusion for vulnerable populations. It also advances environmentally sustainable recovery by generating employment linked to environmental protection, climate resilience, rehabilitation of productive assets, and sustainable management of natural resources, thereby contributing to stronger community resilience. Beyond creating immediate employment opportunities, the intervention supports the development of the policy, institutional, and operational foundations for Syria's future National Public Works Programme. Through pilot initiatives, capacity building, implementation tools, and knowledge generation, it will produce practical evidence to inform the design and scaling up of employment-intensive public works, contributing to nationally owned, inclusive, and sustainable recovery efforts aligned with Decent Work principles. Scope of Work The overall objective of this intervention is to support the Government of Syria and national stakeholders in the design, institutionalization, and future implementation of a National Public Works Programme (NPWP) that promotes Decent Work, accelerates recovery, and contributes to sustainable and inclusive economic development. The intervention will serve as a pilot and demonstration mechanism that can subsequently be scaled up under a national framework and eventually build the foundations of a nationally owned Public Works Programme capable of creating decent employment opportunities while rehabilitating critical community and productive infrastructure.
