Tender summary

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will undertake a rapid assessment of the textile and garment sector in Damascus and Aleppo through a desk review of labour market and value chain studies, including the MADA report, complemented by enterprise assessments and stakeholder consultations. The analysis will identify priority occupations, assess workforce demand and requirements, and determine immediate recruitment needs across key production functions. The assessment will examine competency and aspiration gaps affecting recruitment, retention, and productivity, and analyse enterprises’ capacity to engage in training through workplace learning and apprenticeships, in line with the ILO Quality Apprenticeship Recommendation, 2023 (No. 208). The consultant will map and assess selected training providers, including public TVET institutions, private providers, and NGOs, focusing on training capacity, curricula, equipment, instructors, assessment methods, and readiness to deliver demand-driven programmes with work-based learning components. Inclusiveness, gender responsiveness, and the needs of diverse learners will be considered throughout. Based on the findings, the consultant will identify occupations requiring updated occupational standards and recommend measures to strengthen training provision and enterprise engagement. Recommendations will also address training locations and partner institutions. Findings will be validated through consultations with employers, workers’ organizations, training providers, and the Ministry of Economy and Industry.
