Tender summary
The sanitary sewer improvements will consist of constructing a new 21-inch VCP sewer along Katella Avenue between Disneyland Drive and Harbor Boulevard. In addition, the existing 21-inch and 24-inch sewer will be replaced with a new 30-inch VCP sewer along Katella Avenue between Walnut Street and Harbor Boulevard. The project also includes roadway widening improvements such as constructing a new fourth westbound traffic lane and a pedestrian sidewalk. Lastly, the project requires street rehabilitation improvements such as 2-inch and 3-inch asphalt concrete pavement cold mill and overlay in accordance to the City of Anaheim standards. This project is covered “Project Work” as defined in the Community Workforce Agreement (CWA) the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The CWA is a pre-hire collective bargaining agreement that establishes labor relations procedures. Therefore, the awarded Contractor and its subcontractors of all tiers shall agree to be party to and bound by the CWA by signing a Letter of Assent (a form attached to the CWA as Attachment A). The CWA will be incorporated by reference in the Construction Contract and can be downloaded at the City’s website at: http://anaheim.net/229/Public-Works For the purposes of bid evaluations and fairness to all bidders, the City will evaluate the Total Base Bid Proposal. The lowest responsive responsible Base Bid bidder will be selected. Work under the Alternative Bid (if any) may be authorized, if it is determined at the sole discretion of the City, that work under the Alternative Bid is within the City's available budget. All bidders shall further understand that the City reserves the right to reject all bids. All Bids shall be in accordance with the "Invitation to Bidders" and "Instructions to Bidders". No contractor or subcontractor may be listed on a bid proposal for a Public Works project(submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].No contractor or subcontractor may be awarded a contract for Public Work on a Public Works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
