Tender summary

Introduction With support from the European Union, UNDP seeks to engage the services of a suitably qualified firm to undertake a policy and regulatory framework diagnostic and market assessment of the Movable Asset-Based Lending (MABL) ecosystem in Uganda’s tourism industry. The assessment aims to diagnose key legal, regulatory and institutional bottlenecks affecting the development and effective functioning of asset-based financing in the tourism sector. It will also examine current market-level MABL practices and movable asset valuation systems, with a view to identifying opportunities for expanding asset-backed financing across the tourism industry. The study will further analyze opportunities for asset-based lending in the tourism sector and develop a sequenced reform and market development roadmap to strengthen the enabling environment, enhance valuation practices, and support the scaling of MABL as a viable financing mechanism for tourism enterprises. Period of assignment/services: 42 working days, spread over a period of approximately 3 consecutive calendar months Proposal should be submitted directly in the portal no later than indicated deadline.
