Tender summary
TCEQ is implementing Inflation Reduction Act (IRA) – Methane Emission Reduction Program (MERP) grant funds through the Texas Voluntary Marginal Conventional Well Plugging Program (TxMCW) by funding projects that result in the reduction of methane emissions by permanently plugging and abandoning marginal conventional oil and gas wells. This project period will end no later than September 30, 2028. Responders must meet certain criteria, and if selected, as a Contractor, they must also adhere to specific contractual requirements. The Contractor will perform the necessary tasks associated with plugging and abandonment and will subcontract with independent entities to perform the necessary tasks associated with pre-plugging and post-plugging methane measurements. The well sites to be plugged will be identified and selected through a separate grant program, TxMCW Request for Grant Applications (RFGA) 582-27-70000-MW, to include required site remediation throughout the State of Texas.
