Tender summary
The Department requires the services of testing laboratories with appropriate accreditation to undertake verification testing of products regulated under the Greenhouse and Energy Minimum Standards Act 2012 (GEMS Act) . This testing is used to verify compliance with mandatory regulatory requirements and to confirm the accuracy of energy efficiency and performance claims made by manufacturers and suppliers. Testing is conducted in accordance with the relevant GEMS determinations, which prescribe applicable Australian and/or international test standards. Each year, the GEMS Regulator publishes a Compliance Monitoring Program that outlines priority compliance activities for GEMS-regulated products. As part of this program, the GEMS Regulator conducts check testing of registered products to assess compliance with Minimum Energy Performance Standards (MEPS), Energy Rating Labelling (ERL) requirements, and other energy efficiency and performance claims. The GEMS Regulator may also select additional registered products for check testing outside of those identified in the annual program. Service Requirements The Supplier will be required to procure products for check testing and undertake testing services in accordance with the Customer’s instructions, applicable standards, accreditation requirements, and relevant regulatory obligations. Testing activities must be completed within the agreed timeframes, generally within 45 days of receipt of the product at the laboratory unless otherwise agreed by the Customer. The Supplier must ensure that all check testing results are accurately documented in the prescribed reporting format, with reports fully completed, quality assured, and reviewed for accuracy prior to submission. The Supplier will provide monthly progress reports detailing the status of product procurement and testing activities, including product acquisition, laboratory receipt, testing progress, and report issuance.
