Tender summary
The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / United States Fire Administration (USFA) intends to negotiate on a sole source basis (IAW FAR 13 and 19.14) with the International Association of Fire Chiefs (IAFC), Inc, 8251 Greensboro DR STE 650, Mc Lean, VA 22102-4954, as the only responsible source that capable of updating the IAFC Handbook on Mobile Integrated Healthcare for USFA. Specifically, the Contractor shall evaluate, update, and expand the IAFC Handbook on Mobile Integrated Healthcare by conducting comprehensive research, including literature reviews, national landscape analysis of CP/MIH programs, and engagement with subject matter experts through a Technical Expert Panel. The Contractor will identify high-performing models, assess effectiveness across health and social domains, evaluate operational models, funding sources, regulatory frameworks, and integration with healthcare and public health systems. The revised handbook must provide practical, implementation-focused guidance for Fire and EMS leaders, incorporate current evidence and best practices, and highlight regional case studies and lessons learned from successful programs, with a focus on CP. Additionally, the Contractor will identify gaps, barriers, and opportunities for program improvement, and recommend supplemental implementation resources to enhance value for the Fire and EMS community. The IAFC MIH Handbook is a unique copyrighted document. The IAFC holds proprietary rights to it. In order to update the handbook, IAFC is the only source capable of providing approval and oversight of updates to the MIH Handbook. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). The intended procurement will be classified under North American Industry Classification System (NAICS) 813920 with a Small Business Size Standard of $23.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to James Suerdieck at james.suerdieck@fema.dhs.gov. Statements are due by 4:00 PM Eastern, July 16, 2026.
