ME56/WB-DMDPII/P180298/2025/2026/C/03 FOR PROVISION OF CONSULTANCY SERVICES FOR DESIGN AND CONSTRUCTION SUPERVISION OF AREA-BASED INVESTMENTS AND URBAN INFRASTRUCTURE IN KINONDONI AND UBUNGO MUNICIPALITIES UNDER DMDP 2 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) 1. This request for expressions of interest follows the General Procurement Notice for the Dar es Salaam Metropolitan Development Project - Phase 2 (DMDP 2) that appeared in the United Nations Development Business (UNDB) online Notice No. OP00277705 of March 6, 2024. 2. The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) toward the cost of the Dar es Salaam Metropolitan Development Project – Phase 2 (DMDP 2), implemented by the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) in collaboration with the Dar es Salaam Local Authorities. Part of the proceeds of this financing will be applied to eligible payments under the contract for the Provision of Consultancy Services for Design and Construction Supervision of Area-Based Investments and Urban Infrastructure in Kinondoni and Ubungo Municipalities under DMDP 2. 3. The overall objective of the consulting services is to provide professional design, construction supervision and contract administration services for area-based infrastructure sub-projects in in Kinondoni and Ubungo Municipalities under DMDP 2 on behalf of the Client. The assignment covers validation and prioritization of proposed investments, planning and design, preparation of bidding documents, and supervision of construction, handover, and defects liability period activities for selected markets, bus stands, public open spaces, and related urban infrastructure. 4. The specific objectives of the assignment are to: (i) validate the proposed investments and carry out prioritization within the available budget envelope and implementation constraints; (ii) undertake feasibility studies, site investigations, technical assessments, stakeholder mapping, community engagement, and gender-informed surveys of traders and vendors; (iii) prepare design briefs, development schedules, concept options, preferred concepts, preliminary designs, detailed architectural, engineering and landscape designs, cost estimates, technical specifications, Bills of Quantities and bidding documents for selected markets, bus stands, public open spaces, playgrounds, recreation parks, riparian and coastal landscapes and related area-based investments; (iv) integrate climate resilience, sustainable urban drainage, green infrastructure, energy efficiency, universal access, gender-responsive and inclusive design, environmental and social requirements, operations and maintenance planning and lifecycle costing into the designs; (v) act as the Engineer/Contract Administrator during construction supervision, certify works, monitor quality, manage contract administration matters and support handover; and (vi) monitor environmental, social and occupational health and safety compliance, prepare O&M systems and training, monitor the defects liability period and support final inspection and contract completion. 5. The assignment will be implemented in two phases, the first phase being the design phase, followed by a brief period to allow for procurement of works contractors and the second phase being for construction supervision, contract management, defects liability period monitoring and contract completion.
