Tender summary
The County of Sacramento ("County") Department of Airports ("Airports") is seeking Statements of Qualifications (SOQs) from a qualified firm, partnership, corporation, association, persons, or professional organizations as construction manager at-risk (“CMAR” or “Firm”) to reconstruct and rehabilitate Taxiways A, A3, and A13 at the Sacramento International Airport ("SMF"). Respondents interested in providing CMAR services will partner with the Department's Project Manager and Department’s Consultant Designer (RDM International, Inc.) to deliver the Project. As part of the Project team, the Construction Manager will be asked to provide input on schedule, phasing, constructability, cost and estimates, value engineering, and plan review throughout the design process. The Construction Manager will also be required to develop and submit to the Department one or more guaranteed maximum prices ("GMPs") for all labor, equipment, and materials to construct the Project. The Department anticipates entering into a single contract (CMAR Contract) with the Construction Manager that contains a fee for preconstruction services (Phase 1) and sets forth an agreed-upon process for establishing one or more GMPs for the construction phase (Phase 2). If the Department accepts the GMPs, the Department will issue a Notice to Proceed to commence Phase 2. If the GMPs are not accepted by the Department, the Department reserves the right to terminate the CMAR Contract at the completion of Phase 1. CMARs that intend to submit an SOQ must meet the following minimum requirements: Ability to provide adequate bonds and insurance commensurate with the work to be performed, as more particularly described in the sample CMAR Contract attached as Exhibit 2 within the Request for Qualifications ("RFQ") Hold a Class A California Contractors License which is current, valid, and in good standing with the California Contractors State License Board. Be registered with the California Department of Industrial Relations ("DIR") and qualified to perform public work as required by California Labor Code sections 1771.5 and 1725.5. In addition, experience in the following areas is desired: Have delivered at least two (2) projects using CMAR delivery method of similar size and complexity as this Project and managed work through GMP contracts with proven ability to manage progressive GMPs with defined controls. Delivered three (3) airfield construction projects on active airfield environments within the past ten (10) years. Have experience working with government agencies and with public works projects, including applicable public contracting and labor compliance requirements.
