Tender summary
The Sacramento County Sheriff’s Property Warehouse, a leased facility, is soliciting bids from qualified vendors for the purchase, delivery, and assembly of a new, frost‑free evidence‑storage freezer kit compatible with the existing unit. The freezer must be prefabricated, new, unused, and must meet or exceed all performance requirements and specifications outlined in this RFB. This procurement is funded by federal and/or state grant funds and is subject to the requirements of 2 CFR Part 200 . The County will conduct this solicitation using full and open competition and will not apply race‑ or gender‑based preferences in evaluation. Consistent with 2 CFR §200.321 , the County encourages participation by small businesses, including SBA‑certified small, disadvantaged, women‑owned, and veteran‑owned firms. While such participation is encouraged through outreach and inclusion efforts, these classifications will not be used as evaluation preferences unless expressly permitted by federal law. This procurement must also comply with all applicable State of California requirements and the federal procurement standards in 2 CFR §§200.318–200.326 . The solicitation is issued as a competitive Request for Bids (RFB), and award will be made to the lowest responsive and responsible bidder. All bidders must comply with required federal and state certifications, including debarment and suspension, DVBE participation requirements, and any other applicable contract clauses. In accordance with the State’s Disabled Veteran Business Enterprise (DVBE) Participation Requirements , bidders must submit a brief DVBE Compliance Statement indicating whether subcontracting is proposed. Because this purchase is for equipment and subcontracting is not anticipated, bidders may simply state that no subcontracting will be used. DVBE compliance is required for grant eligibility but does not affect bid scoring, pricing evaluation, or local/Microbusiness preference points. Due to grant‑funding requirements, the freezer must be delivered, assembled, and invoiced no later than August 30, 2026 . Payment will be processed as quickly as possible, in accordance with County procedures, upon receipt of the equipment and final invoice. If a bidder cannot meet the required delivery and assembly deadline, they must submit a formal question through this RFB to determine whether an alternative timeline is permissible. The scope of work is limited strictly to the purchase of the freezer kit and its physical assembly. The following items are explicitly excluded from the contractor’s scope: No electrical work, wiring, or power connections No fire sprinkler modifications, relocations, or tie‑ins All excluded work will be completed by the owner/lessor or their designated contractors.
