Tender summary

The City of Orlando’s Procurement and Contracts Division requests Proposals from interested and qualified Proposers to provide Citywide Towing and Roadside Assistance services. The City needs these services and related dispatch capabilities 24 hours a day / 7 days a week / 365 days per year basis in accordance with the terms, conditions, and specifications contained in this Request for Proposal (RFP). Roadside assistance, towing, storage, and recovery services are needed; including, but not limited to motor vehicle accidents, break downs, code enforcement, and parking violations for the Fleet Management Division, Orlando Fire Department (OFD), Orlando Police Department (OPD), Parking Division, Code Enforcement Division, Orlando Venues, and other City Divisions as needed throughout the City limits. If the City determines that multiple contracts are needed, the City will award one or more additional contracts to the responsible Proposers. The City has a number and variety of potential customer departments. In order to assure that any ensuing Contracts will allow the City to fulfill current and future requirements, the City reserves the right to award Contracts to multiple companies. The actual utilization of any Contract will be at the sole discretion of the City. The fact that the City may make multiple awards should be taken into consideration by each Proposer. The City will offer the right of first refusal for incoming jobs on a rotating basis among awarded contractors. A contractor who declines an offer forfeits their place in that contractor rotation. Offers shall generally rotate sequentially; however, the City reserves the right to deviate from the rotation based on contractor performance, availability, workload, emergency conditions, project requirements, or other factors reasonably determined to be in the best interest of the City. For Proposers seeking to provide services related to Orlando Police Department forensic evidence for towing and recovery services, please see City of Orlando solicitation RFP26-0222.
