Tender summary

The Food and Agriculture Organization (FAO) invites eligible non-profit entities to submit proposals for the development of a Detailed Engineering Design (DED) and Business Model for a Tissue Culture Laboratory dedicated to the propagation of Lady Finger banana planting materials. This assignment aims to support the establishment of a tissue culture laboratory utilizing an existing building structure and to develop a sustainable operational framework for laboratory management and service delivery. Eligible applicants shall be non-profit organizations or institutions with demonstrated technical expertise in laboratory design, agricultural biotechnology, tissue culture facilities, agribusiness planning, or related fields. Eligible entities may include universities, research institutions, government-affiliated research agencies, foundations, non-governmental organizations (NGOs), and other not-for-profit organizations. The selected service provider will be responsible for delivering the following outputs: 1. Detailed Engineering Design (DED) - Assessment of the existing building and recommendations for laboratory conversion; - Architectural, structural, and MEP (mechanical, electrical, and plumbing) designs; - Laboratory layout and workflow design; - Technical specifications for materials, systems, and installations; - Bill of Quantities (BoQ) and cost estimates; - Construction work plans and implementation schedule. 2. Business Model Development - Design of an operational and management framework for the laboratory; - Identification of services, activities, and production processes for Lady Finger banana propagation; - Assessment of operational requirements, staffing, and resource needs; - Financial and sustainability analysis, including cost-recovery mechanisms; - Recommendations on governance arrangements, partnerships, and long-term sustainability. Interested eligible non-profit entities are invited to submit their technical and financial proposals electronically (in PDF file format) to FAO-ID@fao.org no later than 30 June 2026 at 17:00 WIB (Jakarta, Indonesia Time). For the subject line of the email submission, applicants should indicate: "IFP – Tissue Culture Laboratory Detailed Engineering Design and Business Model Development TCP/INS/4001"
