Assigmant Objectives: Within the framework of the Manzuma Project, the overall objective of this assignment is to conduct renewable energy policy analysis, employment impact assessment, and stakeholder dialogue to inform evidence-based policy discussions on solar PV and battery storage deployment in Jordan, with a particular focus on enterprise competitiveness, investment viability, and green job creation. The assignment aims to support Manzuma’s market systems approach by generating evidence of a critical supporting function affecting enterprise growth and employment outcomes: access to affordable, reliable, and investment-friendly renewable energy solutions. The specific objectives of the assignment are to: Analyse the current renewable energy policy and regulatory framework affecting solar PV and battery storage deployment in Jordan. Assess the business case and investment feasibility of solar PV and battery systems under current and alternative policy and tariff scenarios. Collect and analyse evidence from renewable energy developers, energy-intensive enterprises, and relevant public and private stakeholders. Estimate potential employment generation under different renewable energy growth scenarios, including direct, indirect, and spill-over employment effects, and the potential for employment for Syrian refugees living in Jordan. Identify skills-demand and workforce implications for the solar PV, battery storage, and related supporting sectors. Develop practical, evidence-based policy recommendations to strengthen the enabling environment for renewable energy deployment, enterprise competitiveness, and decent green jobs for both Jordanians and Syrians residing in Jordan. Facilitate structured technical and policy dialogue among relevant public institutions, private sector actors, employers’ organizations, sector associations, development stakeholders, and workers’ organizations.. The implementing partner will ensure that all research, consultations, and recommendations are neutral, evidence-based, technically sound, and aligned with the ILO’s role as a facilitator of inclusive market systems and decent work outcomes. Any consultations or outreach must be done only with prior approval from the ILO.
