Tender summary
The overall objective of the assignment is to conduct a rapid conflict-sensitive assessment of the Libyan labour market and employment and skills ecosystem to inform Libyan constituents and to guide future ILO technical support interventions aimed at promoting inclusive employment opportunities, strengthening employability, and addressing key skills mismatches affecting young people and marginalized groups as a world of work contribution to stabilisation and peace. More specifically, the assessment will: Identify and analyse the characteristics of the Libyan labour market on the demand side (economic sectors and their employment contribution), supply-side (characteristics of the workforce) and intermediation mechanisms (regulatory, employment services and programmes, labour market information). Highlight the “decent work deficits”[1] , structural constraints and opportunities for more and better labour market outcomes Identify and review the main public policies, strategies, key ongoing programmes, and institutional arrangements related to employment creation, employability, skills development, and TVET, apprenticeships and other work-based practices Map the main public, private, social partner, and international development actors active in the promotion of employment and skills development space; Assess the inclusion, and conflict-sensitive dimensions of current services provided, propose recommendations to improve access to employment and skills opportunities; and Propose practical recommendations for programmatic interventions and/or policy support , developed around a theory of change for supporting peace through decent work, and identify priority entry points for future ILO engagement. In this context, the ILO seeks to engage a research/ consultancy company for the implementation of this assignment. The selected company must have a legal basis to operate in Libya by being legally registered in Libya. [1] Obstacles to full, productive and freely choose employment for all (ILO C122)
