The key experts (key team) will not be evaluated at the shortlisting stage; their evaluation will be carried out at the technical proposal evaluation stage. 6. The Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers,” Fifth Edition, September 2023 ( https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099120102072534901 ). 7. The attention of interested Consultants is drawn to paragraphs 3.14 to 3.18 of Section III of the World Bank’s “Procurement Regulations for IPF Borrowers,” Fifth Edition, September 2023, which set out the World Bank’s policy on conflict of interest, as well as to the eligibility rules contained in paragraphs 3.21 to 3.24 of the same Section, and to the provisions on Fraud and Corruption set out in Annex IV of the said Regulations. 8. Consultants may associate with other firms to enhance their qualifications, and should clearly indicate whether the association takes the form of a joint venture (consortium) – it not being necessary to formalize the consortium at this stage – and/or a sub-consultancy, identifying the lead firm. In the case of a joint venture, all members shall be jointly and severally liable for the entire contract, if selected. 9. This Request for Expressions of Interest does not imply any commitment to contract, and the formalization of any contract will only take place after the signing of the Loan Agreement between the World Bank and CIM-AMFRI. O CIM-AMFRI (Consórcio Intermunicipal Multifinalitário da Região da AMFRI) receberá um empréstimo do Banco Internacional para Reconstrução e Desenvolvimento (BIRD/Banco Mundial), por meio do Empréstimo IBRD-96710 (Nº 9671-BR), e pretende aplicar parte dos recursos para a contratação de serviços de consultoria, cujo objeto é “ SELEÇÃO E CONTRATAÇÃO DE CONSULTORIA PARA ESTUDOS DE DEMANDA E PESQUISA ORIGEM-DESTINO (TÚNEL E STCR), E ESTRUTURAÇÃO DE PPP DO TÚNEL IMERSO ITAJAÍ-NAVEGANTES-SC” . A contratação será conduzida pela Unidade de Coordenação do Projeto (UCP do PROMOBIS), responsável pela gestão fiduciária e pelo cumprimento das normas do Banco Mundial. 2. Os serviços de consultoria (“os Serviços”) compreendem a estruturação integrada da Parceria Público-Privada (PPP) do Túnel Imerso Itajaí-Navegantes e o desenvolvimento da Modelagem do Sistema de Transporte Coletivo Regional (STCR), incluindo, entre outras atividades: Estudos de demanda e modelagem de transportes, com pesquisas de campo, pesquisa Origem-Destino, macro e microssimulação, e modelagem operacional e financeira de sistemas de pedágio em regime Free-Flow (Open Road Tolling); Estudos técnicos de engenharia do túnel imerso (levantamentos topográficos, batimétricos e geotécnicos, anteprojeto, Geotechnical Baseline Report — GBR, estimativas de CAPEX/OPEX e matriz de riscos); Estudos socioambientais para o licenciamento ambiental prévio e avaliação de impactos sociais e ambientais; Modelagens técnica, operacional, econômico-financeira e jurídico-institucional, de forma integrada e consistente; Apoio à realização de consultas, audiências públicas e roadshow , e suporte técnico ao procedimento licitatório da PPP, até a formalização da parceria.3O Termo de Referência (TR) detalhado encontra-se disponível para consulta em: https://cim-amfri.sc.gov.br 4.
