UNICEF has now issued a Request for Proposals in order to select a supplier for Design, development and implementation of the State Electronic System for Monitoring the Quality of Drinking Water, Drinking Water Supply and Wastewater Disposal (eWater) Since the beginning of the war conflict in Ukraine, UNICEF has been supporting the continuity of essential water and sanitation services critical to public health and child well-being. In close cooperation with the Ministry for Development of Communities and Territories of Ukraine, UNICEF is supporting the design and development of a National System for Monitoring Drinking Water Quality, Water Supply, and Wastewater Services (eWater), as part of broader efforts to strengthen sector resilience and sustainability. Ukraine’s drinking water supply and wastewater sector is operating under exceptional pressure due to a combination of long-standing structural challenges and the impacts of the ongoing war. Damage to critical infrastructure, population displacement, and rapidly changing service demand have significantly increased the need for reliable, up-to-date information to support operational, regulatory, and investment decision-making, while ageing assets and chronic underinvestment continue to increase public health risks. In parallel, Ukraine is implementing regulatory reforms to strengthen state monitoring of drinking water quality, water supply, and wastewater services, including alignment with European Union requirements. National legislation and Cabinet of Ministers Resolution No. 61 establish a risk-based, data-driven approach to monitoring and reporting, consistent with EU Directive (EU) 2020/2184 on the quality of water intended for human consumption. These reforms require a unified, reliable, and transparent information base across the sector. At present, data related to water quality, infrastructure condition, service performance, and regulatory oversight remain fragmented across multiple institutions and systems. Data are often incomplete, inconsistent, or collected through manual processes, limiting their usefulness for timely and evidence-based decision-making. The absence of a single national digital platform prevents the establishment of a “single source of truth” and constrains effective risk assessment and investment prioritisation. To address these challenges, the Ministry for Development of Communities and Territories of Ukraine, as the beneficiary, with the support of UNICEF, has initiated the development of the eWater — a national digital information system for monitoring drinking water quality, water supply, and wastewater services. Building on the results of a completed feasibility study, the system is envisaged as a central digital platform enabling standardised data collection, validation, analysis, and reporting, to be implemented incrementally through pilot deployment and potential national scaling. This procurement seeks to engage a qualified contractor to support the design, development, and implementation of the eWater under UNICEF procurement procedures.
