The Republic of the Philippines (hereinafter called ”Borrower”) has received financing from the World Bank (the “Bank”) toward the cost of the Infrastructure for Safer and Resilient Schools (ISRS) Project, and intends to apply part of the proceeds for consulting services for the Project Management of the ISRS project. 2.The consulting services (“the Services”) being procured via this REOI includes the following summary of the key responsibilities expected under these Services: A. The Project Management Consultant (PMC) shall provide comprehensive technical, administrative, and advisory support to the Department of Public Works and Highways – Buildings and Special Projects Management Cluster (DPWH-BSPMC) in the effective execution of Components 2 and 3.2 of the ISRS Project. The Services will cover the full project cycle and include, but are not limited to, the following key responsibilities: A.1 Project Planning and Coordination A.2 Project Management A.3 Procurement, Contracts Management, and Legal Support A.4 Financial Management A.5 Design Peer Review, Quality Assurance, and Value Engineering A.6 Environmental Management A.7 Social Management A.8 Monitoring and Evaluation (M&E) The detailed Terms of Reference (TOR) can be access through this link: https://drive.google.com/drive/u/5/folders/19csDthvYbQsTt-LV5lEyMn7j56wcvhlh The type of Contract will be Time-Based and the Contract Duration will be 36 months . 3. The Department of Public Works and Highways (DPWH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are summarized below: The assignment will be undertaken by a firm consultant with established expertise and reputation in the fields of Project Management. A. Factors to consider for the required qualification of the Firm consultant are as follows: A.1 CONSULTANCY SERVICES EXPERIENCE Must have completed minimum of two (2) similar consultancy service contracts within the last fifteen (15) years (from January 2011 up to the EOI submission deadline) involving ONLY Project Management of Buildings projects. In cases where only one (1) similar consultancy service contract is completed/provided, the Firm may submit two (2) Other Related Consultancy Services contracts completed within the same 15-year period, involving ONLY Project Management of ANY infrastructure projects (other than contracts in Similar Consultancy Services above) which shall be accepted in lieu of the remaining required similar consultancy service contract. For Joint Ventures (JV), the JV, as a whole, must collectively satisfy the above requirement of either: a. minimum of two (2) similar consultancy service contracts; or b. one (1) similar consultancy service contract and two (2) related consultancy service contracts. A.2 MANAGERIAL AND ORGANIZATIONAL CAPABILITIES : A.2.1 The Firm should have been in business for at least the last ten (10) years . In case of Joint Venture, this requirement is applicable to each JV Member. Key Experts will not be evaluated at the shortlisting stage. 4.
