Introduction Recruitment of a Consulting Firm for the Development of the National Strategy for Hydrological and Meteorological Services Contract Type: International Consulting firm/Local firm Location: Kigali, Rwanda Languages Required: English Duration of Assignment: 6 months Background: Rwanda’s Ministry of Environment (MoE), together with the Rwanda Meteorology Agency and key stakeholders, is committed to developing a comprehensive National Strategy for Meteorological Services. This strategy aims to align with national policies and international frameworks, including WMO standards, the Paris Agreement, and the Sendai Framework for Disaster Risk Reduction. Recent milestones include updates to Rwanda’s NDCs, reflecting enhanced commitments to climate resilience, and ongoing initiatives supported by international partners such as the World Bank and UN agencies. The strategy emphasizes strengthening technological infrastructure, fostering stakeholder collaboration, and promoting climate-resilient development pathways to build a more resilient and sustainable future for Rwanda. Objective of the Assignment: The objective of this assignment is to develop a comprehensive National Strategy for Hydrological and Hydro-Meteorological services that will strengthen hydrological and meteorological infrastructure, improve forecasting accuracy, enhance climate monitoring and early warning systems, and build institutional and technical capacity in line with national priorities such as Vision 2050, NST2, GGCRS, and the Nationally Determined Contributions (NDCs). The consultants will ensure alignment with international frameworks, including the World Meteorological Organization Integrated Global Observing System (WIGOS), guidelines/standards, Paris Agreement, and the Sendai Framework for Disaster Risk Reduction, to support climate resilience, disaster preparedness, sustainable development, and informed decision-making across all climate-sensitive sectors.
