Tender summary

The United Nations seeks to establish a fuel support services contract covering the whole of UNMSIL’s ground fuel (Diesel) requirements in the mission area in Libya for a period of One (1) year with an option to extend the contract for Two (2) additional one-year periods subject to satisfactory performance of Contract by the Contractor and the availability of funds and extension of the Mission’s mandate. The requirement will be for an approximate volume of 150,000 liters per year. Specific Requirements/Information - Delivery Requirement. The contractor shall provide fuel (Diesel type) by truck delivery to the UNSMIL office in OEA village upon receipt of a signed UNSMIL Fuel Request. The fuel shall be delivered 24 hours after receipt of the UNSMIL Fuel Request mentioned above. - Requirement Variations. The potential Contractor must be fully aware that the UN shall not be required to purchase any minimum quantity, nor be limited to purchase any maximum volume of fuel. The Mission will provide the Contractor with adequate advance notice of any significant change in consumption of fuel projected by the Mission, whether overall or at any particular Distribution Point. - Source of Supply. The contractor may use any source of supply for fuel that meets the specifications to support UN operations. Each delivery has to be supported with a quality control certificate or batch laboratory test certificate to be provided/handed over to the UN representative. Additional laboratory tests or quality control documents may be requested by the UN at any time to ensure the product quality and conformity. - Fuel delivery. The contractor shall deliver the fuel to UN-designated tanks using a proper fuel truck that meets the international or national diesel fuel industry requirements. The fuel delivery truck must be equipped with a pump and a calibrated meter; in Liters (calibration certificate shall be provided by the contractor to UN when required by the UN at any time). The quantity of fuel received is controlled by flow meters mounted on each UN fuel tank. Any mismatch between the contractor & UN meters, the UN flow meter quantity is to be considered as actual received quantity. • Equipment Standards. All fuel equipment, such as trucks, trailers, pumps, and related dispensing equipment provided by Contractor, must conform to applicable industry standards. Such equipment shall be certified by the equipment manufacturer and/or an independent inspector as fit for intended use. • Fuel Meters. Meters shall be used by the Contractor for all fuel issuance. The design, operation, performance, and calibration shall be in accordance with applicable law and industry standards. Meters’ calibration certificates may be requested by the UN at any time for verification. • Fuel Truck Requirement. The contractor’s fuel delivery trucks must be equipped with camlocks or adapters to connect to the inlet of the UN storage tank. The track also needs to be equipped with a pump and a calibrated meter. All security and safety requirements for fuel handling must be observed, such as adequate fire extinguishers, placarding, a spillage kit, and a first aid kit. The contractor is required to provide products that conform to the required international and local standards accepted and maintained by the major petroleum companies in the world.
