Tender summary

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul Subpart 12.202 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The solicitation number is W50S8A26QA010 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, a small business size standard of $19,000,000.  This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 12 June 2026, 04:00PM. Eastern Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03801. The Government intends to award a Firm-Fixed Price (FFP) contract. The NH Air National Guard requires the following: CLIN 0001: Complete removal and disposal of the existing chiller and to provide and install a new, fully operational chiller system at Building 149, Pease Air National Guard Base (ANGB) in accordance with the attached Statement of Work. (QTY= 1 Each) Interested parties should see “Instructions to Offers” in the Provisions and Clauses document for details on how to submit your quotes (IAW 52.212-1) Interested parties should also see “Evaluation factors” in the Provisions and Clauses document for a description on how the Government intends to evaluate your quotes (IAW FAR 52.212-2) Interested parties shall also review the addendums to FAR 52.212-1 & 52.212-2, in the provisions and clauses attached to this solicitation for further information on responding and the evaluations factors used for this procurement. Funds are not currently available for this requirement and award shall only be made upon adequate funds being available for this requirement.  See FAR 52.232-18 for full details. Quotes must be valid for sixty (60) days. All technical or contractual questions shall be submitted in writing via e-mail no later than 12:00 noon EST on 26 May 2026 to Casey Pridham at casey.a.pridham.mil@army.mil and Matthew Lapointe at matthew.r.lapointe.civ@army.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect any portion of the solicitation, then an Amendment of Solicitation will be issued. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W50S8A26QA010. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. See the “Provisions & Clauses” attachment for a complete list of provisions & clauses applicable to this solicitation. AMENDMENT #1: The Government will host a site visit on Thursday, May 21st, 2026, at 1:00 PM (EST). If you wish to attend, please submit the names and contact information for your attendees by 4:00PM on May 19th, 2006 to Casey Pridham at casey.a.pridham.mil@army.mil and Matthew Lapointe at matthew.r.lapointe.civ@army.mil. This email also extends the RFI period from 15 May 2026 to 26 May 2026 to all for any additional questions that result from this site visit. AMENDMENT #2 - A mendment #2 adds language to the addendum to FAR 52.212-2 to clarify that to be eligible for award, a quote must be rated 'Acceptable' in all non-price factors. A rating of 'Unacceptable' in any factor will render the entire quote ineligible for award. AMENDMENT #3 -Amendment #3 posts the attendance roster from the site visit held on 21 May 26. AMENDMENT #4 -This amendment extends the response deadline to 8 June 2026 at 4:00 PM (EST) AMENDMENT #5 -This amendment extends the response deadline to 12 June 2026 at 4:00 PM (EST) AMENDMENT #6 -This amendment publicizes responses to requests for information (RFIs) from industry.
