Tender summary

Multi Party Framework Agreement to carry out remedial works (upgrade /replacement) and ongoing preventative maintenance on Roller Shutters in Dublin City Council, excluding Dublin Fire Brigade. The duration of the framework agreement will be for 24 months with the option to extend for two further periods of 12 months each, subject to annual, periodic, and other reviews. There are approximately 250 in total that may require works and maintenance to be carried out from this framework although additional units may be identified throughout the course of this framework. The first contract to be issued under the framework, which will be used to establish the framework, will include remedial works for some of these units and will include preventative maintenance for a period of 1 year (12months) for all units included in the contract. Further information on the scope of works and specification of requirements for the initial contract will be issued to short-listed applicants at stage 2 'Invitation to Tender' stage. Future works contracts may be awarded for remedial works only, preventative maintenance only, or both remedial works and preventative maintenance depending on the requirements of the Contracting Authority (CA). The type of power operated units covered by this framework are Roller Shutters and Roller Doors. It will be a requirement of the Framework that if a Framework Member (FM) is contracted to replace a unit or carry out upgrade works on a unit that constitute a material change to the operation of the unit (as per the Machinery Directive 2023/1230/EU) the FM must provide a Declaration of Conformity for that unit as well as all of the necessary safety file documentation. Applicants will be advised that there could be more than one call-off from the framework at a time. It will be a requirement of the Framework that contractors are Private Security Authority (PSA) registered as Locksmith or Access Control. The Contracting Authority will use PW-CF9 to form the Framework and will use PW-CF5 or PW-CF6 for each individual Contract awarded under the framework.
