RETENDER: REQUEST FOR BIDS (WORKS-NATIONAL) Country: The Independent State of Samoa Name of Project: Samoa Climate Resilient Transport Project (SCRTP) Contract Title: Rehabilitation of East Coast Road Slope Stabilization - Lot 2 : East Coast Road, Chainage 6640 to Chainage 9325 and Lot 3 : East Coast Road, Chainage 10430 to Chainage 15595 Grant No.: IDA-D3670 and Project ID No. P165782 Reference No.: WS-LTA-540202-CW-RFB The Government of the Independent State of Samoa has received financing from the World Bank towards the cost of the Samoa Climate Resilience Transport Project (SCRTP) and intends to apply part of the proceeds toward payments under the contract for the East Coast Road Slope Stabilization Works. The East Coast Road (ECR) is a coastal road between Apia and Falefa on the east coast of Upolu. In several locations the road has very steep, high cuttings which are unstable and experience landslips and rockfalls that are hazardous to the public and result in obstructions to the drainage channels and occasional road closures. The Land Transport Authority now invites sealed Bids from eligible Bidders for the retendered construction works for Lots 2 and 3 only , as follows: Lot 2 : East Coast Road, Chainage 6640 to Chainage 9325 Lot 3 : East Coast Road, Chainage 10430 to Chainage 15595 The Works generally shall consist of the following list of activities which is not exhaustive: Road raising and widening, Pavement works, Earth works, Rockfall protection barriers, Drainage works (catch ditches, culvert installation and stormwater drainage), ESHS activities. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers ” [Fourth Edition November 2020] (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The LTA kindly advises all interested bidders to bring a flash drive when collecting the bidding documents. All bids must be clearly marked with the “Contract Title” and must be delivered to the address below: The Secretary Tenders Board Level 4, Central Bank Building APIA Bids must be delivered at or before 11am (Samoa Time) 30th March 2026. Bid may be submitted electronically via the Ministry of Finance’s Tender Link Portal: http://portal.tenderlink.com/mof_samoa/. Non-receipt of bids submitted electronically, on time and completeness of bid documents, shall not be the responsibility of the Bid submission receiving Ministry above (i.e. The Secretary of Tenders Board). All bids must be accompanied by a Bid-Securing Declaration as specified in the bidding documents, ITB 19.1.
