Dear Sir/ Madam, The United Nations Children's Fund (UNICEF) is inviting Institutions to LRFP 9204288-26 FOR Technical Assistance to Strengthen the Capacity of the Ministry of Education and Technical Education (MoETE) for the Development of the Education Sector Analysis (ESA) and Education Sector Plan (ESP) in Egypt Kindly find attached : The Terms of Reference, including the criteria of assessment The request for proposal including the submission guidelines Deadline expected to receive proposals is 24 June 2026 at 3:00PM Technical and financial should be submitted separately , E-mailed submission is accepted and requested , but please make sure that it is sent to a secure e-mail address accessible only by the designated staff for the receipt of bids or proposals which is egy-bids@unicef.org ( please send the proposals to this email only ) , if offers will be sent to other email addresses even in CC, the company will be unfortunately disqualified . The proposals should be attached to the e-mail submission and all attachment should be in an non-editable format , for example secure PDF format or an image format such as JPEG. Please make sure that technical proposal will be sent separately and the file name is clearly reflect that . Another file should be for the financial offer . Rights of UNICEF UNICEF reserves the following rights: (a) to accept any Proposal, in whole or in part; to reject any or all Proposals; or to cancel this solicitation process in its entirety; (b) to verify any information contained in Proposer's response (and the Proposer will provide UNICEF with its reasonable cooperation with such verification); (c) to invalidate any Proposal received from a Proposer that, in UNICEF's sole opinion has previously failed to perform satisfactorily or complete contracts on time, or UNICEF believes is not in a position to perform the contract; (d) to invalidate any Proposal that, in UNICEF's sole opinion, fails to meet the requirements and instructions stated in this RFPS; (e) to suspend negotiations or withdraw an award to a Proposer at any time up until a contract has been signed with such Proposer. UNICEF is not required to provide any justification, but will give notice prior to any such suspension of negotiations or withdrawal of award.
