Tender summary

Closed Request for Proposal (RFP) – Psychology Intern Hub Services This is a closed competitive procurement. Only eligible Health New Zealand-funded mental health and addiction service providers may submit a proposal. This procurement is being undertaken under Rule 11 of the Government Procurement Rules (Public Services). Due to the specialist workforce development, clinical training, supervision, and service integration requirements of psychology internships, participation is limited to existing Health New Zealand-funded mental health and addiction providers that can demonstrate established clinical service delivery environments, governance arrangements, supervision capability, cultural support, and sufficient clinical workstreams to support psychology internship placements from the commencement of the contract. Health New Zealand | Te Whatu Ora is seeking proposals to establish, implement, and coordinate up to four Psychology Intern Hub Services across Aotearoa New Zealand. The Intern Hub model is designed to strengthen the psychology workforce pipeline by increasing internship capacity within Health NZ-funded mental health and addiction services. Each Intern Hub will support the employment, supervision, coordination, and training of up to five psychology interns and will be led by a dedicated Coordinating Supervisor. The model is intended to provide high-quality clinical training experiences, strengthen supervision capacity, support intern wellbeing, improve cultural responsiveness, and contribute to equitable workforce development outcomes. The procurement supports national workforce priorities identified in He Ara Oranga, Kia Manawanui Aotearoa, and the Health New Zealand Mental Health and Addiction Workforce Plan, including increasing psychology internship capacity and supporting workforce growth across mental health and addiction services. Contracts will be awarded for an initial two-year term (2027–2028), with an option to extend for up to a further two years, subject to funding availability and performance. Health New Zealand intends to award up to four Intern Hub Service contracts. However, Health New Zealand reserves the right to award fewer than four contracts, no contracts, or additional contracts where proposals do not meet required quality, capability, implementation readiness, service delivery, or value-for-money expectations.
