Tender summary
Introduction Established in 1951, The International Organization for Migration (IOM) is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Project background Young people are powerful agents of change. Empowering youth and amplifying their voices is essential to addressing the challenges faced by individuals and communities. In Malaysia, youth represent a vital demographic that will shape the country’s social, economic, and political future. As emerging professionals, community leaders, and advocates, they have the potential to influence attitudes and decisions around inclusion, dignity, and respect for human rights. Harnessing their energy, creativity, and sense of justice is key to building a society that upholds the rights of all. Malaysia is currently at a pivotal moment with the launch of the National Action Plan on Business and Human Rights (NAPBHR) for the period 2025 to 2030, which calls for greater awareness, education, and participation of all stakeholders, including youth in promoting business and human rights and human rights protection, its current leadership of the Association of Southeast Asian Nations under the theme “Inclusivity and Sustainability,” and its commitments under international treaties such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Convention on the Rights of the Child (CRC), and the Convention on the Rights of Persons with Disabilities (CRPD). These developments present a timely opportunity to engage youth as drivers of change, aligning their aspirations with Malaysia’s broader human rights and development agenda. In line with the International Organization for Migration’s programme on migration, business, and human rights, the organization seeks to collaborate with implementing partners to deliver a series of capacity-building initiatives aimed at youth empowerment. The project targets both local and migrant youth in Malaysia, aged 18 to 30, to promote awareness and advocacy around migration, business and human rights, and safe, orderly, and regular migration. It also aims to support the formation of peer support groups that enable youth to make informed decisions and support one another. By equipping youth with the knowledge, skills, and platforms to engage meaningfully, the project aims to nurture a generation that champions dignity, equality, and human rights. Gender perspectives will be integrated throughout the initiative to ensure that the diverse experiences and needs of all youth are recognized and addressed.
