Tender summary
Overview BACKGROUND A large segment of the population in South Sudan continues to face challenges in accessing justice and security services, including for both everyday disputes and more serious protection concerns. While progress has been made in strengthening the security and justice sectors, institutions continue to face capacity and infrastructure constraints that affect service delivery, particularly in remote and underserved areas. Continued support is therefore needed to strengthen rule of law institutions, improve community trust, and enhance access to justice and protection services. Some states, including Upper Nile, Northern Bahr el Ghazal, and Central Equatoria, continue to experience humanitarian and development challenges that place pressure on local institutions and service delivery. Population movements, including the arrival of returnees and refugees from Sudan, together with localized community tensions and livelihood pressures, continue to affect social cohesion and community resilience in some areas. These dynamics underscore the importance of continued support to community security, peaceful coexistence, and local conflict prevention initiatives. Through the Access to Justice, Security and Human Rights Strengthening Programme, and with support from the Peacebuilding Fund (PBF), UNDP seeks to partner with qualified CSOs, NGOs, and CBOs to implement activities that strengthen justice institutions, community security, peaceful coexistence, and respect for human rights in Northern Bahr el Ghazal, Upper Nile, and Central Equatoria States. Organizations must have an existing presence in the respective state and may apply for only one state. OBJECTIVES The key objective of the Request For Proposals (RFP) is to identify three Implementing Partners (IPs) – whether Civil Society Organization, (CSO), National Non-Governmental Organization (NNGO) or Community Based Organization (CBO) with operational presence in Upper Nile (Renk, Fashoda and Malakal), Northern Bahr el Ghazal (Aweil West, East and North) and Central Equatoria (Greater Yei- Kajo Keji, Lainya and Morobo) to implement activities that enhance the rule of law.
