Advance Procurement Notice Greenwood – Construct RP Ops Facility 14 WING GREENWOOD (with Security Requirements) Purpose of this Advance Procurement Notice This is not a bid solicitation nor a request for proposals. This is an advance notice for a potential contract with anticipated security requirements to provide interested contractors an opportunity to begin the sponsorship process for obtaining (if required) the anticipated security clearance(s). Note that there is no guarantee that this solicitation will proceed or that any security clearance(s) will be granted under the sponsorship process in a timely fashion or otherwise. Description of the Project and Services It is anticipated that the following solicitation will proceed as noted below. This is conditional on the contract receiving approval to proceed from DND. Contract Number:                   AD000341 Title:                                        Greenwood – Construct RP Ops Facility – 14 Wing Greenwood Approximate Estimate:           $187.5M (Initial award approx. $3M) Anticipated Posting:                November/December 2026 Description: The scope of the proposed contract includes the design of an approximately 4,750 m² multi use facility intended to accommodate the 14 Wing Greenwood Engineering, Requirements, and Properties teams, as well as the Utilities and Production shops. These shops include: Carpentry, Locksmith, Paint, Plumbing/Water, Fuel and Environment (WFE), Sheet Metal, Refrigeration and Mechanical (RM), Electronics and Electrical Generating System (EGS), Welding and Alarm, the Battery Room, and a central Stores / Tool Control Centre. The initial facility design is to be developed with future re use and scalability in mind, including consideration for modularity, adaptability, and repeatability. Subject to future operational requirements and funding approvals, the contract may also include additional phased work consisting of site specific and use case adaptations of the base design for up to three (3) additional facilities of similar size and complexity, resulting in up to four (4) total facilities based on the same base design. Each additional facility would represent a potential additional phase of design and a corresponding potential phase of construction to be added by change order to the initial contract. The initial award is anticipated to include the design of the first facility (RP Ops Facility), estimated at $3M ($CY). The successful design builder may subsequently be considered for the following potential additional phases of work: Construction of the first facility – estimated at $45M Site and use-case adaptation of the base design for a second facility – estimated at $1.5M Construction of the second facility – estimated at $45M Site and use-case adaptation of the base design for a third facility – estimated at $1.5M Construction of the third facility – estimated at $45M Site and use-case adaptation of the base design for a fourth facility – estimated at $1.5M Construction of the fourth facility – estimated at $45M The Statement of Work (SOW) may include other potential phases of work not specifically enumerated in this description. Contract Award and Anticipated Security Requirements To be eligible for contract award, a proponent will be required to, among other things, actively hold or obtain all required security clearance(s) prior to the date of the award, as further detailed in the solicitation documents. The anticipated security clearance level for this contract is Designated Organizational Screening (DOS). Industrial Security Program Sponsorship Defence Construction Canada (DCC) is providing Design-Builders early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, design-builders that intend to submit a proposal on one or more of these projects and that do not actively hold the above identified security clearance(s) should begin forthwith the security clearance application process by applying through DCC’s ISP. Under this program, DCC may, at its entire discretion, provide preliminary assistance to all the potential bidders or proponents with their respective security clearance sponsorship process. To begin the security clearance sponsorship process, please submit a sponsorship request application to DCC by following the steps identified on DCC’s website at: https://www.dcc-cdc.gc.ca/industry/security-requirements. In their sponsorship request application to DCC, consultants or contractors are asked to quote the following information, among other things: Advance Procurement Notice (APN) number (Project number on the MERX notice); Contract number AD000341; and Level of clearance requested to be sponsored for. Sponsorship Process Upon receipt, DCC will review the sponsorship request application and will communicate directly with the design-builders to provide assistance for the completion of the sponsorship request packages. Once DCC has determined, at its entire discretion, that a design-builder: has started the sponsorship process prior to the solicitation (Contract number(s) listed on their request for sponsorship) being advertised on MERX, has met all the material requirements of the sponsorship request package, and has submitted a proposal or a bid DCC will send the documents to the Public Services and Procurement Canada’s (PSPC) Contract Security Program (CSP). Following receipt of the sponsorship request package, the CSP will communicate directly with the proponent regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing. At such time, the proponent will need to promptly cooperate with CSP to ensure that the process is completed as soon as possible.
