Request for Bids Plant Design, Supply, and Installation (Two-envelope Bidding Process, Without Prequalification) Employer: Ministry of Energy of Mongolia (MOE) Project: Third Energy Sector Project (ESP3) Contract title: Design, Supply and Installation of Baganuur – Choir 220 kV Double-Circuit Transmission Line and Expansion of Baganuur and Choir Substations, in three lots Country: Mongolia Loan No.: IBRD Loan No. 9741-MN RFB No: MN-MOE-ESP3-1-CW-RFP Issued on: 25 May 2026 The Government of Mongolia has received financing from the World Bank toward the cost of the Third Energy Sector Project, and intends to apply part of the proceeds toward payments under the contract(s) for Design, Supply and Installation of Baganuur – Choir 220 kV Double-Circuit Transmission Line and Expansion of Baganuur and Choir Substations, in three lots . The Ministry of Energy of Mongolia (MOE) now invites sealed Bids from eligible Bidders for Design, Supply and Installation of Baganuur – Choir 220 kV Double-Circuit Overhead Transmission Line (OHTL) and Expansion of Baganuur and Choir Substations, in the following lots: Lot 1: 220 kV OHTL - Tower No.1 to No.289 : (Approx. 87.2 km) Lot 2: 220 kV OHTL - Tower No.290 to No.598: (Approx. 90.2 km) Lot 3: Expansion of Baganuur (220/110/35kV) and Choir Substations (220/110/35/6kV ) Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, as updated, and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 65% for Technical and 35% for Financial. The method of payment will be a bank transfer to the account specified below. The document will be sent by email. Bids must be delivered to the address in Para. 11 below on or 20 July 2026 at 10:00 a.m. (Local time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 20 July 2026 at 10:30 a.m. (Local time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a Bid Security in the amount of US$ 17,500 per lot for Lot 1 and Lot 2, and US$ 10,000 for Lot 3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
