Introduction Country: Rwanda Description of the Assignment: Recruitment of a National Individual Consultant to conduct Rwanda Country Programme Thematic Evaluation on Inclusion Period of the Assignment: 30 working days (initial performance period), with the consultant retained through December 2026 Evaluation Purpose, Objectives and Intended Use The main purpose of the evaluation is to assess the relevance, coherence, effectiveness, efficiency, sustainability, and emerging impact of UNDP Rwanda’s inclusion-related interventions under the CPD 2025–2029. Particular attention will be given to the extent to which these interventions contribute to inclusive governance, gender equality, rights-based human development, and the principle of leaving no one behind. The evaluation will generate evidence, findings, conclusions, lessons learned, and actionable recommendations to inform programme adaptation, strategic decision-making, partnership management, resource mobilization, future programming, and corporate reporting. Specific objectives are to: • Assess the strategic relevance and coherence of UNDP Rwanda’s inclusion portfolio in relation to UNDP Strategic Plan Outcome 2, national priorities and the needs of rights-holders. • Examine the effectiveness and efficiency of inclusion-related interventions in advancing inclusive, accountable, participatory, and rights-based governance, including gender equality, disability inclusion, and equitable access to opportunities and services. • Assess the extent to which partnerships, institutional arrangements, programme management systems, and resource utilization have contributed to sustainable inclusion results, policy uptake, institutional ownership, and transformational change. • Generate evidence-based findings, lessons learned, and practical recommendations to strengthen implementation during the remaining CPD period and inform future programme design, strategic positioning, and resource mobilization. In this context, UNDP Rwanda is seeking to recruit a highly qualified individual consultant to conduct a country programme evaluation on inclusion.
